These Terms of Service ("Terms") govern your use of the Setu mobile application ("Setu", "the application") and any related services. Setu is operated jointly by the Department of Roads (DoR) - the operational authority - and the National Disaster Risk Reduction and Management Authority (NDRRMA), which provides the hosting infrastructure. The application is published and maintained on their behalf by Astra Labs Pvt. Ltd. (the authorised publisher) with support from NAXA Nepal. By using Setu you agree to these Terms.
1. Eligibility and Authorised Use
Setu is a closed-user-base application. Access is limited to officers of the Department of Roads who have been issued credentials by their Road Post supervisor. Public sign-up is not available. By using Setu you confirm that you are an authorised officer of the Department of Roads and that the credentials issued to you are used only by you.
2. Acceptable Use
You agree to use Setu only for its intended purpose of coordinating the response to highway incidents within the scope of your official duties. You agree not to:
- Share your account credentials with any other person.
- Attempt to access information belonging to another Road Post or another officer outside the scope of your authorised role.
- Use Setu to record, transmit, or reproduce false, misleading, or fraudulent information.
- Attempt to reverse-engineer, decompile, or interfere with the operation of the application or its backend.
- Use Setu in any manner that could damage, disable, overburden, or impair the application or its underlying services.
3. Location Data and On-Duty Status
While the "On Duty" toggle is enabled, your precise GPS location is shared with the Department of Roads for the purpose of operational coordination. Because highway incident response is time-critical, your location is collected and shared continuously in the background while you are on duty, including when the application is minimised, running in the background, or the device screen is off, so that the nearest responder can be dispatched the moment an incident is reported. A persistent notification is displayed on your device the entire time location is being shared. You may turn the "On Duty" toggle off at any time. Setu does not collect or transmit location data when the toggle is off or after you sign out.
4. Account Lifecycle
Your account is created and managed by your Road Post supervisor. Password reset, account suspension, and reassignment are performed by the supervisor in accordance with departmental procedure. You may request deletion of your account at any time through the in-application "Delete Account" option; this revokes your credentials and removes your personal information from active records, subject to any retention required by Government of Nepal record-keeping policy.
5. Intellectual Property
All intellectual property in the application, including the source code, design, name, and logos, remains the property of the supporting agencies - Astra Labs Pvt. Ltd. and NAXA Nepal - and is licensed for use by the Department of Roads and the National Disaster Risk Reduction and Management Authority (NDRRMA) for the operational coordination of highway incident response. You are granted a limited, non-exclusive, non-transferable right to use the application only as an authorised officer. No other rights are granted.
6. Data and Privacy
Personal information collected by Setu is handled in accordance with the Privacy Policy. Please review that policy before using the application.
7. Disclaimers
Setu is provided to support the operational work of the Department of Roads. While reasonable care is taken to keep the application available and accurate, the application is provided on an "as-is" basis without warranty of any kind. The Department of Roads, NDRRMA, and the supporting agencies are not liable for any indirect, consequential, or incidental damage arising from the use or inability to use the application.
8. Operational Authority
Decisions made on the basis of information presented in Setu remain the responsibility of the authorised officer and the relevant operational authority. The application is a coordination tool; it does not replace official protocols or chain of command of the Department of Roads.
9. Changes to These Terms
These Terms may be updated from time to time. The effective date at the top of this page indicates when the Terms were last revised. Continued use of the application after a revision constitutes acceptance of the updated Terms.
10. Governing Law
These Terms are governed by the laws of Nepal. Any dispute arising out of or in connection with these Terms is subject to the exclusive jurisdiction of the courts of Kathmandu, Nepal.
